If you want to maintain the history and patina probably best kept as a display model only.
I would leave it alone, you’re not gonna see the paint cracks from shore. No leaks are good!
If left alone, people will be seeing it as an original.
What did the paint specialist say about it?
As it's timber you could use paint stripper though the modern versions don't appear to be as effective. Otherwise start off with a coarse grit until you remove the layers of gloss and then take it easy. If the primer/undercoat is sound then you could repaint from there (undercoat first) after a finer sanding. If not sound, sand all the way back to bare wood. If it is plank on frame it would be a good idea to use lightweight cloth and say Eze-Kote to provide a stable base for painting.
You need to start getting that paint off though first so that the situation can be assessed.
Probably a light sanding will be required with 220 grit before any painting or finish would be done.
Sand across, not up and down.
I hope you find a solution to the paint problem.
It isn't probably the easiest, but I think I'd try to strip/sand it down to wood and repaint. Then you know what you have .... But, that's just me.
